Nah, new rewards is exactly the way it should be done. I also think that if they can make that work, they could potentially do so with other expansion Timewalkings. That keeps it at a personal skill level check rather than over gearing it, which from observation has been the primary complaint (on these forums at least), and is a fair concern. I know it's an unpopular opinion with some that were around during Legion and got the appearances then, but if they kept the Mage Tower tuned for the current top gear for when Legion Timewalking comes up in the rotation, then the appearances should be obtainable. While Blizzard may bring back the Mage Tower during Legion Timewalking in the forthcoming patch, chances are we won’t see any of the removed appearances that came with it. We speculate that some of the teleport spells added in Patch 9.1.5 Build 40078 might be related to Legion's Mage Tower. Note that Blizzard hasn't officially confirmed anything, and this post is purely based on datamining and speculation. New teleport spells and old ability tuning hint at the possible return of the Mage Tower in Patch 9.1.5.
